General Plan Amendments

Barry Miller was retained by the City of Concord in 2011 to draft and manage amendments to the 2030 Concord General Plan, which had been adopted four years earlier in 2007. The amendments affected nearly all elements of the Plan and were necessary to address the closure and anticipated reuse of the former Concord Naval Weapons Station. Barry’s prepared General Plan text and policy amendments, along with supporting technical analyses, reflecting the redesignation of the 5,000-acre site from a study area to a mix of residential, commercial, industrial, civic, and open space designations consistent with the adopted Reuse Plan. A separate consultant prepared the Environmental Impact Report for the Plan Amendments, which Barry reviewed and managed on the City’s behalf.

The work was performed on-site, with Barry serving as contract staff while concurrently managing the City’s Development Code Update. General Plan policies, maps, and tables related to land use, growth capacity, parks, infrastructure, public services, and transportation were revised to reflect Concord’s expanded growth potential. The amendments were crafted to facilitate reuse of the site while keeping the plan aligned with the vision and objectives established by the 2007 General Plan.
