Barry Miller was a member of the consultant team that updated the Contra Costa General Plan in 2019-2024. This was the first major update of the Plan in 30 years and included both county-level policies and detailed area profiles and plans for more than two dozen unincorporated communities. The Plan included a complete revision of the General Plan Land Use Map, updates to each required element, and the addition of an Environmental Justice Element and Strong Communities Element.

As a subconsultant to PlaceWorks, Barry’s responsibilities were to prepare new land use categories for the General Plan map; update the policies in the Land Use, Conservation, and Open Space Elements; and prepare community plans for Alamo, Clyde, Crockett, El Sobrante, and Kensington. He facilitated public meetings in these communities and also led public meetings in the communities of Knightsen, Saranap, Pacheco, and Diablo. Barry also provided Plan editing and writing services.  

The project received a national award for Excellence in Sustainability from the American Planning Association.
