The City of Lancaster, Pennsylvania undertook a two-year, community-driven effort to update its Comprehensive Plan. By early 2023, the process had generated an extensive body of technical analysis, mapping, and hundreds of draft policies and programs. The City engaged Barry Miller to help synthesize this material into a cohesive, accessible, and compelling planning document.

Barry worked closely with the City’s leadership team to refine and edit policies and implementation actions, develop clear narrative text to frame and explain the Plan’s direction, and organize the content into a logical, user-friendly structure. He also collaborated with the City’s graphic design and mapping teams to ensure the final document was visually engaging, easy to navigate, and understandable to a broad audience.

Although the work was completed remotely, Barry maintained frequent coordination with staff and the consultant team over a three-month period as the Plan was finalized. “Our Future Lancaster” was published in July 2023 and formally adopted by City Council in October 2023.
