Ten years after serving as Project Director for the Washington DC Comprehensive Plan Update, Barry Miller was retained as part of a consulting team to support the District’s 2017 Plan amendments. Working as a subconsultant to Berkeley-based Raimi Associates, Barry conducted a comprehensive “audit” of plans adopted between 2006 and 2016 and prepared corresponding draft text and policy amendments to integrate those plans into the Comprehensive Plan. He also coordinated with District agencies to review and process their proposed amendments, ensuring consistency and alignment across policy documents. 

In addition, Barry developed public-facing materials explaining the amendment process and prepared content to support the Plan’s outreach and engagement strategy. He organized and participated in interagency strategy meetings with staff from the Office of Planning and other District agencies.
