Housing Elements: Cycles 4, 5, and 6
Barry Miller has worked with the City of Albany, California, on multiple Housing Element updates over the past decade. When first retained in 2013, the City had not updated its Housing Element since 1992 and faced legal action from housing advocacy groups. Barry helped the City quickly prepare the 4th Cycle Element, guiding its adoption and State review. The Element was deemed compliant by the State in 2014, providing a foundation for the 2015 update. The 2015 update was certified by the State in March 2016.
In 2021, Barry led the preparation of Albany’s 2023–2031 Housing Element (6th Cycle), addressing a Regional Housing Needs Allocation (RHNA) of 1,114 units—more than triple the previous cycle—and new State requirements, including a detailed fair housing analysis. The Element establishes six goals covering equitable access to housing, housing production, special needs housing, reducing development constraints, fair housing and renter protections, and housing resources.
The 2023 update was coordinated with the rezoning of the San Pablo Avenue corridor, increasing allowable building heights from 38 feet to 50 to 85 feet to meet housing targets and support transit-oriented development. Programs also facilitate development on key sites, strengthen rent mediation, and protect existing affordable housing. The Element was deemed compliant by the State in September 2023, providing Albany with a strategic roadmap for inclusive, sustainable, and affordable housing over the next eight years.
