Mandatory Rent Mediation Program
Barry Miller was retained by the City of Concord to provide technical analysis and policy research, and to draft an ordinance establishing a local rent mediation and review program. His work began with a comprehensive analysis of Concord’s rental housing stock and renter demographics, drawing on Census data, assessor records, GIS mapping, and CoStar market data. Barry engaged extensively with stakeholders, including tenant advocates, landlords, the California Apartment Association, and housing providers. He conducted comparative research on rent mediation, just cause eviction, and rent control programs across the Bay Area and statewide.
Barry prepared multiple staff reports, data books, ordinances, fee resolutions, and public-facing materials, and developed presentations and talking points for committee meetings, City Council hearings, and community workshops. He attended and facilitated numerous public meetings, responded to detailed staff and Council inquiries, and helped guide the City from initial policy exploration through preparation and adoption of a rent mediation ordinance and implementation framework.
