Housing Element (3rd Cycle)
Barry was part of a consulting team led by Bay Area Economics retained to complete the 1999-2006 Housing Element for the City of Milpitas, located in Santa Clara County. The City was experiencing rapid growth, much of it focused around new light rail stations and planned BART stations. Barry’s specific role on this project was to manage and write the analysis of constraints and the inventory of housing opportunity sites. This required field work, meetings with property owners, and a detailed analysis of existing City Codes and plans. The work was completed on-time and on budget, and the Housing Element was certified without delay.
