Special Projects
Barry Miller has provided on-call planning services to Piedmont, California for over 30 years. Piedmont was Barry’s first client when he launched his business in 1991. He served as Interim City Planning Director for two periods in the 1990s, and has managed multiple special projects for the City, including:
Updating the City’s General Plan in 2007-2009
Preparing the Piedmont Housing Element for the 3rd, 4th, and 5th Cycles (1999 to 2015)
Updating the City Design Guidelines in 2018-2019
Representing the City in its communication with ABAG during the 2014 and 2021 Regional Housing Needs Allocation processes
Preparing the City’s Accessory Dwelling Unit regulations in the 1990s, and updating those regulations in response to new State laws in the 2000 and 2010s
Developing the City’s lower-income ADU incentive program, which won the 2015 Chapter and Statewide Awards for Implementation from the American Planning Association.
Updating various provisions of the City’s Zoning Regulations, including conversion of the Commercial Zone to a Mixed Use zone and updating multi-family development standards
Facilitating public workshops on controversial topics, including zoning amendments
Staffing the City’s Sustainability Committee for two years
Preparing staff reports, presentations, and CEQA compliance documents on City projects
Developing brochures and online “how to” materials for permitting various types of projects
In 2016, the City Council of Piedmont passed a resolution naming September 21 “Barry Miller Day” in recognition of Barry’s 25 years of service as a consultant to the City.
