General Plan 2050 Scoping and Work Program
Barry was retained by the City of Riverside in 2019 to assist the City with the launch of their 2050 General Plan. The Plan will update the 2025 Plan, which was adopted in 2007. Barry worked collaboratively with staff in the City Manager’s office and the Community and Economic Development Department to undertake this foundational step. His work included reviewing the existing General Plan and related documents, researching best-practice procurement approaches, drafting the General Plan work program, and leading intensive, multi-departmental meetings to define project goals and scope.
Barry synthesized staff input and prepared a complete, detailed RFQ and subsequent RFPs, including scopes of services, evaluation criteria, timelines, and contracting requirements. He incorporated City leadership comments through multiple revisions. He also evaluated the Parks Master Plan for General Plan consistency and prepared a white paper identifying key policy alignment issues and recommended next steps.
