Barry Miller facilitated editing and adoption of the Rohnert Park General Plan. A Draft Plan and Environmental Impact Report were prepared by another consultant team three years earlier. However, adoption was stalled due to City staff vacancies, the COVID-19 pandemic, and competing City priorities. 

Barry was retained in 2025 to re-energize the project and bring it to completion. His work included coordinating tribal consultation, completing final Plan edits, and managing the adoption process. Barry organized and facilitated study sessions, prepared staff reports and presentations, guided the Planning Commission and City Council hearings, and served as the City’s project manager through final adoption.
