Transmission Line Element
This was one of Barry’s first projects as a sole proprietor. Barry had previously managed the Colusa County General Plan as an employee of Sedway Cooke Associates. The County received a grant from the California Energy Commission to develop a General Plan element focused entirely on electric transmission lines. The grant was awarded in response to local concerns about the effects of power lines on farming, ranching, public health, the environment, property values, and scenic resources.
Working as a subcontractor to Sedway Cooke, Barry was the project manager and primary author of the Transmission Line Element, which included new policies and siting guidelines based on research, fieldwork, interviews, and community input. The project was recognized with a comprehensive planning award from the Sacramento Valley Section of the American Planning Association.
