General Plan
As a subcontractor to Brady and Associates, Barry provided editing services for the Gonzales General Plan in the mid-1990s. At the time, Gonzales was a city of about 6,000 people. Its location in the Salinas Valley of California presented opportunities for residential growth and economic development but required balancing growth with farmland preservation and the desire to remain an agricultural community. Barry was instrumental in drafting land use policies, editing and rewriting narrative text, and developing the city’s land use classification system. As part of his scope, Barry also prepared the Gonzales Housing Element.
