General Plan Update

Barry Miller prepared the General Plan Update for the City of San Juan Bautista, a small, 200-year-old community in San Benito County, California, centered on the historic Mission San Juan Bautista. The planning process featured regular meetings of a 16-member community task force, along with frequent briefings to the City Council and Planning Commission.

Protection of historic resources was a central theme of the update. Approximately one-third of the city lies within a National Register historic district, and heritage tourism is a cornerstone of the local economy. Another critical focus was mitigation of seismic hazards, as the city is bisected by the San Andreas Fault. Additional key issues addressed in the Plan included affordable housing, preservation of surrounding farmland, and infrastructure limitations.

Barry’s scope of work also included preparation of the Environmental Impact Report and the City’s Housing Element, ensuring full integration of land use policy, environmental review, and state housing requirements.
