Fairview Specific Plan
The Fairview Specific Plan Update provides a comprehensive policy and regulatory framework for the unincorporated Fairview community, a semi-rural and suburban area in the hills east of Hayward. Originally adopted in 1980, the County initiated a revision in 2018 to address changing conditions, increased wildfire hazards, and long-standing community concerns that were not fully addressed in the prior document. Barry Miller was selected to draft the Plan and manage the update.
The updated Plan establishes tailored goals, policies, and development standards that reflect Fairview’s unique topography, land use patterns, and environmental constraints. It goes beyond traditional zoning controls and includes guiding principles and topic-based policies addressing land use and community design, transportation, agriculture, conservation, environmental hazards, and community services and infrastructure. The Plan addresses issues of importance to Fairview residents, from emergency vehicle access to standards for animal keeping.
While the Plan did not increase development capacity, it refined existing standards related to slopes, floor area ratio, lot coverage, setbacks, parking, and site design to better manage neighborhood character, visual impacts, and public safety. Extensive community engagement, including a resident working group, the Fairview Municipal Advisory Council, and multiple public hearings before the Planning Commission, shaped the final document. The Plan was adopted by the Alameda County Board of Supervisors in 2021.
