Area Plan for the Reuse Project
The Concord Reuse Project was a decade-long effort to prepare the former Concord Naval Weapons Station for redevelopment as a series of new neighborhoods, business districts, and parks within the City of Concord. The site had been used for munitions storage for over 60 years. Following a three-year base reuse and closure process, an Area Planning Process was initiated to facilitate site reuse.
Barry was retained as a subcontractor to Arup, a San Francisco planning and engineering firm serving as the prime consultant on the Area Plan and related development regulations. His specific role was to prepare sections of the Area Plan relating to natural resource protection, infrastructure, and community services. Barry was also responsible for drafting conforming amendments to the Concord General Plan to reflect the additional capacity in the Plan Area.
The site is planned for more than 12,000 housing units and 6 million square feet of non-residential floor space along with a 2,500-acre new regional park and network of greenbelts. Community design and planning emphasize principles of sustainability, with most of the development clustered around a BART station and an overarching emphasis on bikes, pedestrians, transit, green building, and energy conservation.
