On-Call Assistance and Zoning
Following completion of his work on the Fremont General Plan in 2011, Barry provided on-call planning services to the City of Fremont from 2012 to 2017. Assignments were defined by City staff on an as-needed basis and focused on General Plan implementation and zoning changes. Barry’s responsibilities included:
Development of seven new commercial and industrial zoning districts and associated building and site standards, responding to evolving land use patterns and regional and global economic shifts. Barry developed a new use classification system based on NAICS codes, along with diagrams indicating siting and design requirements that implemented General Plan policies.
Preparation and adoption of new zoning code standards for Accessory Dwelling Units, addressing changes in State housing law and Housing Element implementation programs.
Clarification of General Plan residential density provisions (net versus gross), including preparation and facilitation of Planning Commission study sessions.
Design of the outreach and engagement strategy for the 2015–2023 Housing Element, including facilitation of stakeholder meetings and community workshops.
Review of draft Housing Element text and verification of the Housing Element site inventory.
