Development Code Update

In 2011, Barry Miller was retained by the City of Concord to manage a comprehensive update of the Concord Development Code, including zoning regulations and other Municipal Code provisions governing development. The existing Code had not been substantially revised since 1953. The update implemented the 2030 Concord General Plan through the creation of new zoning districts that advanced denser, transit-oriented development with a strong emphasis on mixed-use environments. Barry worked on-site as contract staff throughout the assignment.

The Development Code update encompassed zoning regulations, new Zoning Maps, General Plan text and map amendments to ensure internal consistency, and environmental review. The new Code introduced incentives for affordable housing, a transit station overlay district for the City’s two BART stations, airport safety regulations near Buchanan Field Airport, and enhanced natural resource protection measures.

As project manager, Barry was responsible for delivering the project on schedule. His work included managing environmental review, preparing General Plan amendments, leading public presentations and community outreach, authoring the affordable housing incentive program, updating density bonus and inclusionary housing regulations, developing standards for small-lot subdivisions, and providing quality control for the overall Code.
