Town of Moraga

Following completion of Moraga’s Housing Element and General Plan Update, the Town retained Barry to lead a series of Housing Element implementation initiatives. These efforts focused on removing regulatory barriers to housing, including adoption of new development standards for multifamily zoning districts and small-lot subdivisions, revisions to Scenic Corridor regulations, reduced multifamily parking requirements, and preparation of an inclusionary housing ordinance. In collaboration with staff and Aaron Welch Planning, Barry also managed the rezoning of the Bollinger Valley Study Area and adoption of Objective Design Standards for the Rheem Center. He also worked with the Public Works Department to establish VMT reduction thresholds, and facilitated the Town’s successful application for the State’s Pro-Housing designation.
