Barry Miller served as contract City staff on San Rafael’s Downtown Precise Plan, managing all aspects of the project from consultant selection to Plan adoption. Working as the City’s General Plan project manager, he secured and managed the grant for the project and prepared the RFP. Barry served as the City’s point person for the duration of the project, providing quality assurance and control, reviewing all consultant work products, and managing CEQA compliance. Barry also served as liaison between the consultant (Opticos Design) and other City departments and community stakeholders.  

Barry was closely involved in the historic resources survey which underpinned the Precise Plan. Working with an architectural historian and local preservation groups, he compiled the inventory report and related maps which became an appendix to the final precise plan. He also worked with Opticos, local developers, and property owners to refine proposed standards and ensure that the new Form-Based Code could be effectively implemented. The Precise Plan was adopted in July 2021 and is currently being implemented.
